Municipal Light Plant – Zero Interest Loan

In Sept 2026, MA DOER launched the MLP Z-Loan program, a pathway for residents* of municipal light plant territories to access 0% interest loans, up to $25,000, to support qualified energy efficiency and electrification home improvements.

Such improvements must be recommended by a Home Energy Assessment to be eligible for the loan and only certain improvements are covered.

Eligible home improvements include:

  • Heat Pumps
  • Heat Pump Water Heaters
  • Insulation
  • Weatherization barriers (addressing issues that prevent other eligible improvements, such as electrical wiring, structural concerns, mold/vermiculite abatement, etc.)

Work with a contractor to get a proposal for the upgrades before then applying for the Z-Loan here.

*Only Belmont residents that are not eligible for Mass Save programs may apply. If you heat your home using natural gas, you instead are eligible for Mass Save’s Heat Loan program.
